युद्धानंतरच्या काळात औद्योगिक विकासासाठी "उच्च तांत्रिक संस्था" स्थापन करण्याचा विचार हे त्या समितीचे काम होते. नलीनी रंजन सरकार यांच्या अध्यक्षतेखाली त्या २२ सदस्य असलेल्या समितीने अशा प्रकारच्या संस्था भारताच्या वेगवेगळ्या भागात स्थापन कराव्यात अशी शिफारस केली.
